Her wound got infected and burst open, resulting in emergency surgery and a long, painful recovery. Her same-sex partner wanted to take time off to support Marissa and care for their twin newborns and toddler. But her employer refused. The twins were born on a weekend, and Marissa&#8217;s partner was back to work on Monday morning. </p>
<p>If the love of your life had major surgery or a serious illness, you would want to be by their side. You&#8217;d want to take some time off work without losing your job <a href="http://www.intattoodepot.com/tattoo-guns-c-11.html" title="Stealth Tattoo Machine">Stealth Tattoo Machine</a>, and give them the care they need. But if you&#8217;re gay in America, you have no such right under federal law. </p>
<p>President Obama&#8217;s statement supporting gay marriage is putting the spotlight on how non-recognition of gay marriage harms families and society. For people dealing with day-to-day relationships and health problems, there are some policy changes that can and should be made now to promote equality for gay and lesbian couples. </p>
<p>The U.S. Family and Medical Leave Act (FMLA) gives many workers the right to take unpaid, job-protected leave from work to care for a spouse of the opposite sex, a child, or a parent when they have a serious health condition, if the worker meets eligibility criteria. Millions of legally married, heterosexual workers have used this law to care for their ill spouses. </p>
<p>But gay couples, even if married <a href="http://www.tattooinksmall.com/tattoo-guns-c-14.html" title="Micky Sharpz Tattoo Machines">Micky Sharpz Tattoo Machines</a>, are shut out of these protections when it comes to caring for their partners. Federal law does not recognize same-sex relationships, even for something as vital as supporting a seriously ill partner. In Marissa&#8217;s case, it was not clear at the time that her partner could take family leave to care for her children. The Labor Department recently clarified that parents in gay families can take this family leave to care for their children, but not for each other. </p>
<p>&#8220;It was incredibly stressful,&#8221; Marissa told me. &#8220;We had three kids, two were preemies [premature]. I had to feed them every two to two and a half hours around the clock. I had to do it all solo. The three weeks in the NICU [Neonatal Intensive Care Unit] were stressful. &#8230; Seeing our babies with the monitoring wires attached was stressful, and I really couldn&#8217;t turn to my wife for support because she had to work. &#8230; It was emotionally hard not being together to go through this process, not having someone to lean on. If she wasn&#8217;t at work, it would have given us some time to be together and to go to the NICU and be with the babies. Even a week off for her to be home to help me recover and a week to get us on our feet would have been awesome.&#8221;</p>
<p>Paige V. told me a similar story. Paige had an exhausting labor and then Cesarean section. Her same-sex partner was not able to take FMLA leave to care for her. &#8220;For the physical recovery, it was hard not to have my partner home for more time,&#8221; Paige said. &#8220;She was out a week, but I was still in the hospital for a few days. Then I was home alone with the baby crying <a href="http://www.supertattooinks.com/tattoo-kits-c-14.html" title="Tattoo Kits For Cheap">Tattoo Kits For Cheap</a>, and I couldn&#8217;t walk. It was awful. &#8230; It was the most difficult period of my life.&#8221;</p>
<p>A handful of states do allow domestic partners to take family leave under state family and medical leave laws, and members of Congress have proposed bills that would expand the federal law to cover domestic partners. </p>
<p>Expanding the law in this way would go a long way toward taking care of one problem: the irrational exclusion of gay couples from family leave rights. But it wouldn&#8217;t solve the many other problems and inequalities that same-sex couples face because federal law fails to recognize gay marriage.</p>
<p>President Obama&#8217;s endorsement of gay marriage is a step in the right direction. But until Congress does away with exclusionary and discriminatory laws, same-sex partners will continue to confront the suffering that Marissa and Paige endured. <br />

			<content:encoded><![CDATA[<p>TOKYO, May 9, 2012 (Reuters) &#8212; Tokyo Electric Power Co <a href="http://www.tattooinksmall.com/tattoo-inks-c-12.html" title="What Is The Best Tattoo Ink">What Is The Best Tattoo Ink</a>, Japan&#8217;s biggest utility and owner of the devastated Fukushima nuclear plant, will be taken over by the government after the country&#8217;s trade minister on Wednesday approved a &#36;12.5 billion capital injection.
<p>In what is effectively a nationalization, the government will help avert the collapse of once-powerful Tepco, the supplier of power to almost 45 million people in and around Tokyo.</p>
<p>The injection of 1 trillion yen (&#36;12.5 billion) brings total government support for the company to at least 3.5 trillion yen since the meltdowns at Fukushima in March last year, triggered by an earthquake and a tsunami.</p>
<p>The eventual cost of the nuclear disaster, including compensation and clean-up costs, has been estimated at more than &#36;100 billion.</p>
<p>&#8220;Without the state funds, (Tepco) cannot provide a stable supply of electricity and pay for compensation and decommissioning costs,&#8221; Trade and Industry Minister Yukio Edano told a news conference after granting approval to the utility&#8217;s 10-year turnaround plan, which paves the way for state control.</p>
<p>&#8220;Even though the firm will be under so-called state control, I want the company to do your best to step out of this situation soon,&#8221; Edano told Tepco President Toshio Nishizawa, referring to the government&#8217;s intention to own Tepco only until it recovers.</p>
<p>The government will get more than half of Tepco&#8217;s voting rights, allowing it to choose board members, according to the plan.</p>
<p>It will also take convertible stock that, when converted, will increase its control to more than two-thirds, enabling it to make unilateral decisions on major management issues including mergers. The takeover must first be approved by a general shareholders&#8217; meeting in June.</p>
<p>The utility, saddled with trillions of yen in compensation and clean-up costs from the radiation crisis as well as surging fuel costs to cover for lost nuclear power capacity, has been facing insolvency risks since the disaster.</p>
<p>In addition to taxpayers&#8217; money, major creditors will provide the firm with an additional 1 trillion yen in credit, and a government-backed bailout body will aid Tepco with an additional 850 billion yen for compensation, the plan said.</p>
<p>RATE HIKES</p>
<p>Tepco also said it plans to hike electricity rates for three years for households by 10 percent and for corporate customers by about 17 percent.</p>
<p>The takeover allows the government to push through reforms at the utility, which downplayed the risks of earthquakes and tsunamis at its nuclear stations and covered up safety lapses.</p>
<p>Tepco will sell or lease some of its thermal power plants, a move Edano suggested could be an initial step towards loosening the grip of Japan&#8217;s 10 regional monopoly utilities including Tepco by opening markets to some competition.</p>
<p>Tepco vowed to cut 3.3 trillion yen in costs over 10 years and said it aims to turn profitable in the 2013/14 business year, forecasting a net profit of 106.7 billion yen.</p>
<p>But this goal depends on some uncertain factors.</p>
<p>The household electricity rate hike, unpopular among the public, must first be approved by the government.</p>
<p>Tepco also aims to start bringing back on line seven reactors at its Kashiwazaki Kariwa plant from 2013/14.</p>
<p>But Japan has been unable to restart any of its 50 nuclear reactors after the Fukushima disaster due to mounting public worries, and the local authorities at Kashiwazaki Kariwa are not an exception.</p>
<p>Furthermore <a href="http://www.tattookitdepot.com/tattoo-kits-c-19.html" title="Tattoo Kits On Sale">Tattoo Kits On Sale</a>, the government has yet to decide what role nuclear power will play in Japan&#8217;s future energy policy.</p>
<p>&#8220;The only thing we can do is to try to seek the public&#8217;s understanding. If we can&#8217;t realize this, then the impact would be big on our revenues and expenditures &#8230; But we do not have a plan B or a C now,&#8221; Tepco President Nishizawa said.</p>
<p>Tepco lodged a formal request for government support last month after months of dragging its feet as it sought to avoid losing control.</p>

<p>The fort, which closed in 1994, has become a popular site for hiking, mountain biking, and horseback riding, playing host to more than 100,000 visitors a year, according to the White House.</p>
<p>&#8220;Fort Ord&#8217;s dramatic landscape lives in the memories of thousands of veterans as their first taste of Army life, as a final stop before deploying to war, or as a home base during their military career,&#8221; Obama said in a statement.</p>
<p>&#8220;This national monument will not only protect one of the crown jewels of California&#8217;s coast, but will also honor the heroism and dedication of men and women who served our nation and fought in the major conflicts of the 20th century.&#8221;</p>
<p>The president&#8217;s action will now afford the 28,000-acre site north of Monterey protection by the federal government as a conservation and recreation area, officials say. It will be closed to oil and gas drilling and mining and receive funds for management and upkeep through the Department of the Interior.</p>
<p>The designation <a href="http://www.massherveleger.com/christian_audigier_clothes-herve_leger.html" title="Buy Christian Audigier Clothing">Buy Christian Audigier Clothing</a>, which does not require congressional approval under the Antiquities Act, Obama&#8217;s second of his term. Consumer Reports has officially given the Lexus GX the automotive equivalent of a black eye. <p> Israel&#8217;s storming of the Mavi Marmara, killing at least nine Free Gaza activists and wounding several more, was an act of jaw-gaping stupidity&mdash;strategically and tactically, even leaving aside morally.</p>
<p>You needn&#8217;t be a partisan of Hamas to think so. Look at today&#8217;s headlines on the editorial page of Israeli newspaper Ha&#8217;aretz: &#8220;The price of flawed policy,&#8221; &#8220;Fiasco on the high seas,&#8221; &#8220;Seven idiots in the cabinet,&#8221; &#8220;A failure any way you slice it.&#8221;</p>
<p>Let us stipulate that Israel&#8217;s blockade of Gaza—which has been policy since 2007, when Hamas took control after winning the parliamentary elections yet kept up mortar attacks against Israeli territory—is legitimate. (It&#8217;s worth noting, in this context, that Egypt has been enforcing a blockade on land, as well.)</p>

<p>It is also certainly clear, by their own admission, that the organizers of the six-ship flotilla sailing toward Gaza intended not merely to deliver aid to Palestinians but also to challenge the blockade, a move that they had to expect might provoke a confrontation.</p>
<p>That being the case, Israeli commanders had the right—as a matter of national security—to block the ship&#8217;s passage, even by boarding it if necessary, especially if they first issued radio warnings to turn back or face consequences (as, in this instance, they did).</p>
<p>However <a href="http://www.tightshow.com/dkny_clothes-herve_leger.html" title="Cheap DKNY Clothes">Cheap DKNY Clothes</a>, as Clausewitz famously noted, war is politics by other means. A blockade is an act of war (in this case, an extension of the fact that Hamas considers itself to be at war with Israel); when it comes to wars involving Israel, any act of violence is fraught with politics in every meaning of the word. And in this sense, Israel&#8217;s actions on the Mavi Marmara reflect a total disconnect between military means and political ends.</p>
<p>Navies have been mounting blockades for centuries; it&#8217;s one of the things that navies were created to do. The Israeli navy has been turning back the occasional boatload of peace activists or Palestinian protesters ever since the Gaza blockade went into effect, with so little tumult the incidents have hardly been noticed.</p>
<p>Usually, the boats have been turned back or towed to Ashdod, an Israeli harbor north of Gaza, where the aid parcels are inspected—and <a href="http://www.massherveleger.com/dkny_clothes-herve_leger.html" title="Buy DKNY Clothes">Buy DKNY Clothes</a>, in some cases, confiscated—before being sent on to Gaza by truck. Still <a href="http://www.curiositydress.com/herve_leger_dress-herve_leger.html" title="Herve Leger sale">Herve Leger sale</a>, these were registered civilian vessels, hoisting the Turkish flag and—at the time of the incident—sailing in international waters.</p>
<p>Israel says the commandos fired only in self-defense. But this was an elite Israeli team, presumably trained to deal with organized military foes armed with grenades, machine guns, and worse.</p>
<p>The questions here are fairly obvious: Why shouldn&#8217;t the Israeli commandos have expected resistance, at least as an operational premise? Why weren&#8217;t they equipped with nonlethal weapons? Why didn&#8217;t they fire a few canisters of tear gas as they boarded or once the first brickbats flew?</p>
<p>There was nothing surprising, after all, about the appearance of these boats. They had converged and set sail from Cyprus a day earlier. More to the point, the activists had been planning their voyage—and very publicly announcing their intentions—for weeks.</p>
<p>The Israelis, in short, had plenty of time to issue warnings, explain to the public (including to the Turkish government) what steps might ensue if the activists carried out their plans—and, more important, to plan what the Israeli navy should do if the boats broke through the 28-kilometer &#8220;exclusion zone&#8221; (which apparently they didn&#8217;t quite cross before the landing took place in any case).</p>
<p>That the Israeli government did nothing to gain the upper hand in the all-but-certain propaganda battle to come is baffling.</p>
<p>But what&#8217;s appalling—really mind-twisting—is that the Israelis seem to have had no plan for what to do under such circumstances in general. </p>

<p>YANGON&mdash;Here Burma, where political change has been numbingly slow for a half-century, a new leadership is trying to embrace rapid transition from within. The government has freed political prisoners, held elections (with more on the way), begun economic reform, and is intensively courting foreign investment.</p>
<p>Understandably, the international community, which has long punished the country&rsquo;s authoritarian regime with sanctions, remains cautious. Reforms are being introduced so fast that even renowned experts on the country are uncertain about what to make of them.</p>
<p>But it is clear to me that this moment in Burma&rsquo;s history represents a real opportunity for permanent change&mdash;an opportunity that the international community must not miss. It is time for the world to move the agenda for Burman forward, not just by offering assistance, but by removing the sanctions that have now become an impediment to the country&rsquo;s transformation.

<p>So far, that transformation, initiated after legislative elections in November 2010, has been breathtaking. With the military, which had held exclusive power from 1962, retaining some 25 percent of the seats, there were fears that the election would be a facade. But the government that emerged has turned out to reflect fundamental concerns of Burma&rsquo;s citizens far better than was anticipated.</p>
<p>Under the leadership of the new president, Thein Sein <a href="http://www.watchesdoc.org/aigner-watches.html" title="Fake Aigner Watches">Fake Aigner Watches</a>, the authorities have responded to calls for a political and economic opening. Progress has been made on peace agreements with ethnic-minority insurgents&mdash;conflicts rooted in the divide-and-rule strategy of colonialism, which the country&rsquo;s post-independence rulers maintained for more than six decades. The Nobel laureate Aung San Suu Kyi was not only released from house arrest, but is now campaigning hard for a parliamentary seat in April&rsquo;s by-elections.
</p>
<p>On the economic front, unprecedented transparency has been introduced into the budgetary process. Expenditures on health care and education have been doubled <a href="http://www.atallwatches.com/jacob___co-watches.html" title="Wholesale Replica Jacob &amp; Co Watches">Wholesale Replica Jacob &amp; Co Watches</a>, albeit from a low base. Licensing restrictions in a number of key areas have been loosened. The government has even committed itself to moving toward unifying its complicated exchange-rate system.</p>

Perhaps that is why some in the international community are similarly hesitant about easing Burma&rsquo;s isolation. But most Burmese sense that if changes are managed well, the country will have embarked on an irreversible course.</p>
<p>I delivered a lecture in the country in December 2009. At that time, one had to be careful, given the government&rsquo;s sensitivities, even about how one framed the country&rsquo;s problems &ndash; its poverty, lack of rural productivity <a href="http://www.easewatches.com/audemars_piguet-watches.html" title="Audemars Piguet Replica Watches">Audemars Piguet Replica Watches</a>, and unskilled workforce. Now caution has been replaced by a sense of urgency in dealing with these and other challenges, and by awareness of the need for technical and other forms of assistance. <p>There is much debate about what explains the rapidity of Burma&rsquo;s current pace of change. Whatever the reason, change is occurring, and the opportunity that it represents is undeniable.</p>
<p>But many of the international sanctions, whatever their role in the past, now seem counterproductive. Financial sanctions, for instance, discourage the development of a modern and transparent financial system, integrated with the rest of the world. The resulting cash-based economy is an invitation to corruption.
</p>
<p>Likewise, restrictions that prevent socially responsible companies based in advanced industrial countries from doing business in Burma have left the field open to less scrupulous firms. We should welcome Burma&rsquo;s desire for guidance and advice from multilateral institutions and the U.N. Development Program; instead <a href="http://www.juestlovewatches.com/ebel-watches.html" title="Imitation Ebel Watches">Imitation Ebel Watches</a>, we continue to limit the role that these institutions can play in the country&rsquo;s transition.</p>
<p>Whenever we withhold assistance or impose sanctions, we need to think carefully about who bears the burden in bringing about the changes that we seek. Opening up trade in agriculture and textiles&mdash;and even providing preferences of the kind that are offered to other poor countries&mdash;would likely benefit directly the poor farmers who make up 70 percnet of the population, as well as create new jobs. The wealthy and powerful can circumvent financial sanctions <a href="http://www.kissmewatches.com/free_gift-watches.html" title="Replica Free Gift Watches">Replica Free Gift Watches</a>, though at a cost; ordinary citizens cannot so easily escape the impact of international-pariah status.

<p>We have seen the Arab Spring blossom haltingly in a few countries; in others, it is still uncertain whether it will bear fruit. Burma&rsquo;s transition is in some ways quieter, without the fanfare of Twitter and Facebook, but it is no less real&mdash;and no less deserving of support.</p>
